Your telegram No. 22.

Head of urasia Company informs me that he expects shortly to be prevented from flying to Sianfu on account of arrival of Russien war material but German pilots appear to be remaining.

I am informed that French railway has declined to carry aeroplanes and Japanese have warned French if war material trans- ported they will mine the line; to which reply has been made that the material arriving ordered prior to hostilities. French firm is nevertheless now negotiating contract for 40,000,000 francs worth or war materialX
